This name is becoming more popular but its origin is obscure. It may be that it was an attempt to make a feminine version of the title "Pasha", the Turkish/Persian for Lord, General, or even President.  There doesn't appear to be any authority for such the origin of the name qvPasha:f] as "Lady" wasn't used in any form in the Ottoman Empire - and female titles are still rare in the Middle East.
