The female use was mainly introduced, from the flower name, as a given name in Victorian England along with many other names of flowers.

An alternative Scottish source was from the surname, itself derived from estates in Dunfermline, Scotland and family name of the Earls of Rosebery.  It is from this that the earlier Scottish use as a male name Primrose [q.v.] was derived.
